State Budget NH and NE vs. RI

I was listening to Lively Experiment on TV

State Budget in NH is New Hampshire enacted its FY 2022-2023 biennial budget in June 2021. The enacted budget included $13.5 billion in total spending over the biennium, including $1.8 billion in general fund spending in FY 2022 and FY 2023 for a combined $3.6 billion over the two years. New Hampshire also passed a series of business tax cuts in 2021.
So unless I am wrong, sounds to me that it is 1/2 of what the RI budget, with more people in NH. $13.5 Billion for Two Years

Nebraska is the same, 1/2 as much, a biennial budget.
Nebraska's current budget
Nebraska enacted its FY 2022-2023 biennial budget in April 2021. The enacted budget included total spending of $12.6 billion in FY 2022 and $12.6 billion in FY 2023, and general fund spending of $4.8 billion FY 2022 and $5 billion in FY 2023.
