This thread from Toronto Raptors message board pretty well explains the situation with Dowtin and the options Raptors have. Jeff is limited to 50 games this season.
Toronto must make choice to sign him to contract and have Dowtin available for the upcoming Playoffs or keep him as a RFA (Restricted Free Agent) and not be eligible for playoffs. Choice must be made by this Sunday.

I would hope that even if the Raptors don't make the move on Jeff, his play this past season speaks for itself and one would have to think that other GMs have been paying attention.

It seems so ironic- if they want to keep JD for the long term, they don’t convert him and he remains a restricted free agent for next season and “control” him , whereas if they convert him now, he becomes an unrestricted free agent and they lose “control” of Jeff for next season.

Definitely a vote of confidence for Jeff from the Raptors for the future by not making him playoff eligible. Weird!

Nurse is probably gone after this year, which will bring a slew of changes to the Raptors' roster. I'm positive Dowtin would rather pocket the increased pay that probably comes with a proper NBA contract the rest of the year, vs. being released during training camp next year by a new coach.

Yes it is potentially good news but if it wasn’t for this rift JD would have a standard contract and experience playing in the playoffs. Mike Luciano believes JD will have an extended NBA career.

Rumors are Nurse to Houston so if that happens maybe JD can play for the Rockets which should get him lots of playing time since they are so young

Dowtin is a restricted free agent... he has not departed Toronto. Wonder if the new coaching staff will be interested in retaining him.

I'm not sure where the idea that they 'let him go' came from. He ran out of eligibility, but he was still with the team, even in the playoffs. He is on their active roster.

Unless they recently changed it - a two,way contract is not available for a player who has played parts of 4 seasons in the nba.

It’s simple. After 50 games he ran out of eligibility but Toronto still had the rights to him. Whether they retain the rights next season is another story.

There was a large contingent including Nick Nurse who wanted Jeff to be offered a standard contract so that he could finish the season and play in the playoffs as well as have a standard contract for next season.

But that did not happen and the team finished the season wo a backup point guard.

If Toronto does not act on their rights next season he becomes a free agent.

He's already a free agent (or will be once the NBA Finals is over). He'll be restricted, however. If they had upgraded him, he would become an unrestricted free agent. Weird rule but I never pretend to understand NBA free agency... by far the most complicated of the four pro sports.

Jeff Dowtin Jr. underwent offseason surgery on his right ankle, the Toronto Raptors announced Tuesday.

The surgery, performed by Dr. Martin O’Malley in New York removed loose bodies from his injured ankle, the team said. Dowtin will rehab his injured foot in Toronto under the medical supervision of the Raptors. He will wear a medical walking boot for approximately two weeks, the team announced.

Dowtin is a restricted free agent this offseason following a stellar season as a two-way player for Toronto. He averaged 2.4 points, 1.2 assists and 10.4 minutes in 25 games this past season.

Toronto opted not to convert Dowtin’s contract before the playoffs despite his value to the rotation. Raptors president and vice chairman Masai Ujiri said the decision came down to Dowtin or Will Barton and Toronto opted for the more experienced Barton.

The Raptors are expected to retain Dowtin for next season though no deal has officially been worked out. He’ll be entering his age 26-season next year in his second season with Toronto.

I believe NBA teams can rescind Qualifying Offers at any time during the free agency period but Toronto extending a QO does bode well for Dowtin sticking in the league for the short term.

Here is a blurb from The Athletic regarding Dowtin’s QO:

The Raptors extended qualifying offers to last year's two-way signees, Ron Harper Jr. and Jeff Dowtin Jr. They require only qualifying offers of once again making them two-way players — those don't count against the salary cap — so they take up no cap space, or roster spot. They will become restricted free agents, giving the Raptors the right to match any offer sheet they sign.

I think he could be a good fit in the Celts backcourt considering Jeff’s defensive ability and skill set on O plus the Celts payroll limitations under the new CBA.

Of course I am not totally objective in seeing JD bringing value to any team.
