Reading the article it's not just for the football stadium, it covers other athletic facilities and scholarships.
Take down the Robert Carothers banner and fix the concession stand lines

Pretty amazing what Albany has done. In RI was have Projo that bashes URI football any chance it can, and loves it when the State of RI spends 1/4 of $Billion for the Dunk for PC basketball.
