Basketball support in RI

We all know how little the state supports URI.
The following is from the PC Scout site: Copied from the topic Cartwright's tweet
"I always wondered if they would set the dunk floor up for recruiting visits... I have an answer and I love it!"
If it is saying what it looks like, it would be interesting to find out who paid for the Dunks staff to put down and remove the court. Is PC paying or are the tax payers of RI?
Maybe someone in the know can find out.
