UConn will become a great state university because its state is committed to it. Fortunately for UConn, their state legislature isn't dominated by the alumni of a two bit catholic school around the corner from the state house. And it is to the benefit of Connecticut's residents.

As much as I like the investment in the state university - CT has major revenue issues and will continue to have those issues as long as they tax and regulate industries out of the state. In the long run UConn will be training kids for tech jobs in other states unless there are some broader changes. Obviously the same applies to RI - throwing money at an already very good institution will not fix the bigger latent issues with job creation in the state. The investment needs to go hand in hand with attracting business, it is not good enough to just prepare your youth for s job that does not exist in your state.
