Isn't the big reason why all the expansion and shuffling happened mainly because the NCAA wouldn't allow conferences with less than 12 teams have a championship game? I don't remember that rule being changed, so how can the Big 12 have a championship game?

P5 conferences don't need NCAA approval, do they?

I think the NCAA has approved their championship game, with 10 teams.

That changed. The reason the Big 10 initially expanded was because the NCAA wouldn't let them have a championship with under 12 teams.
