It's certainly an interesting balance. The FBS fan in me does not want to see teams loading up on teams they should outscore 160-14 to complete their non-conference schedule. The same token, football is quite expensive and losing back to back weekends by a combined score of 130-7 might help a school fund it's football program for several seasons. I would say the best thing they could do is balance it out for the FCS schools. Maybe make it so that FBS schools can only schedule an FCS school say maybe once every 2 years, that way FCS schools can still get that money, but an FBS school can't play 1, 2, or sometimes 3 FCS schools a season.
