Yes, URI should be able to compete with UNH, Maine, and being closer to NY,PA,NJ, should be able to get those recruits. Look at UNH new stadium on visitors side, Maine had a stadium for the last 15 years, Stony Brook, Albany, and Towson. URI does not even have a 100 yard long practice field or an outdoor track. So, why don't we recruit, I would say it is an issue with the will of the Administration?

We should not be outdone by Maine or New Hampshire and should not need to drop to NEC Level - no excuses.

Morse Field at Harold Alfond Sports Stadium is a 10,000-seat multi-purpose stadium in Orono, Maine.[2] The stadium opened as Alumni Field in 1947 and underwent extensive renovations from 1996-1998. It is home to the University of Maine Black Bears football team. The wood and steel grandstands, built in the 1940s, were condemned and demolished in 1996, replaced with the current east grandstand, along with a temporary structure on the west side, adjacent to Alfond Arena. The current west grandstand, lights, press and luxury levels, as well as concessions and restroom amenities were completed prior to the 1998 season. The stadium was rededicated to Harold Alfond, a longtime Maine booster, at Maine's first home night game on September 12, 1998, a 52-28 win over New Hampshire in the Battle for the Brice-Cowell Musket. The field is named for Phillip and Susan Morse, who donated the lights, original Astroturf and scoreboard. In the summer of 2008, new FieldTurf was installed to replace the old AstroTurf. In 2014, a 20'x32' high-definition video-board replaced the matrix display installed in 1998, and a contemporary scoreboard was installed on the north end.

Will the wood and steel grandstands at Meade be condemned and replaced before or after an unfortunate (hopefully not tragic) event?

Another point , New Hampshire does not support UNH, maybe even less than RI supports URI. Maine has its own financial problems.
Also, I think players want to play on fieldTurf, that's what I gathered talking to parents of players.

That's really the key question. Improving Meade Stadium isn't just about giving the football team proper facilities and it's not just about giving recruits proof we're not dropping football. It's a safety issue at this point.

The east stands were condemned in 2009 after 31 years of use. We're coming up on almost ten years on whatever repairs they made to keep the stands open. You can't imagine that the patchwork repairs would have the same lifespan as the original structure, plus how much worse is the structure that wasn't repaired with almost a decade more of wear and tear?

Stony Brook just added 2,000 additional new stadium seats.

That's false that we don't even have a 100 yard practice field. If you look at Google maps you can clearly see we have two practice fields, one regulation size and one that's 70 yards.

OK, you are correct, I assume google maps is current enough. We do have a 100YD and 70YD practice field

Looks like the image is from around last September. Engineering buildings are still up but the chemistry building and area look like they're done

CAA teams we compete with seem to be getting better each year, so even if we improve, we are still not catching up. Top CAA teams can compete with all but the top 20 FBS teams in the country in a one game showdown. URI has improved, it showed against CMU game. I think the team we have today, would easily beat the Army team we played in 2007, which would also had a change to win.
