Money given out to athletes isn't based on how many you pay, it's based on the cost of attendance differential. And those numbers are manipulated to fit a budget. The stipend amounts aren't set by the athletic department, and there is no incentive for the university to manipulate the numbers, since...

Kids sometimes have like little events at their school to announce. It is a cool moment, so they should do it if their school is down with it. But as you can imagine, many schools would prefer to do it on a Friday if they are going to bring the whole school to the gym for a pep rally for one kid.
